Our Five Pledges for Ukraine

Working with our friends, the Ukraine Solidarity Campaign Scotland (USCS) has challenged candidates standing in the 2026 Scottish Parliament elections to support these Five Pledges for Ukraine, included in full below.

The Five Pledges

I pledge to publicly champion the following policies, including both those within the Scottish Parliament’s powers, and those reserved to the Westminster Parliament.

I support:

1. Helping the Ukrainian people defeat the illegal Russian invasion of their country.

  • The withdrawal of Russian troops from Ukraine.
  • A just peace in Ukraine.
  • Ukraine and Ukrainians must decide on the terms of any ceasefire or peace deal, not for other countries to impose them without their consent. Nothing about Ukraine without Ukraine.

2. Preventing Russia from financing its invasion of Ukraine through trade.

  • Effective UK sanctions on trade with Russia, especially on its crucial fossil fuel exports on which it depends to finance its war on Ukraine.
  • Seizure of unlawful Russian “shadow fleet” oil tankers which endanger maritime and human life.
  • Immediate enforcement of the UK government ban on UK-based companies shipping liquefied natural gas, and a ban on providing insurance to companies shipping Russian oil and LNG.
  • A ban on Scottish Government or other agencies’ contracts with, or financial aid to, companies which trade with Russia directly or indirectly via third countries, especially in Russian missile and drone components, and in the provision of financial services.

3. Building practical solidarity links between the Scottish and Ukrainian people.

  • An extension and deepening of Scottish councils’ twinning arrangements with Ukrainian cities and towns, which already include Edinburgh with Kyiv, Glasgow with Mykolaiv, and Perth with Nikopol. Working with Scottish trade unions, social and environmental associations to provide material and political assistance to their counterpart Ukrainian civil society organisations. These links must be used to facilitate fundraising for the Ukrainian people’s urgent social, infrastructural, energy, medical, and reconstruction requirements.

4. Helping refugees build new lives here if they want to do so. Refugees are welcome here.

  • No increase in the qualifying periods for leave to remain, or the right to apply for UK citizenship.
  • All time spent in the UK to count towards qualification for permanent leave to remain or citizenship.
  • Accepting Ukrainian asylum claims on the basis that nowhere in Ukraine is safe from Russian bombardment.
  • No withdrawal from the European Convention on Human Rights which underpin refugee and asylum seekers’ rights.

5. Providing Scottish Government necessary material support for refugees.

  • Maintaining housing support beyond the point at which UK provision ends.
  • Monitoring labour conditions in sectors employing displaced people; strengthen inspection capacity.
  • Ensuring anti-trafficking services are accessible without immigration enforcement consequences.
  • Collecting disaggregated data on refugees by ethnicity, disability, and other characteristics.
  • Advocating clearly at Westminster for a credible long-term status for refugees who have built their lives in Scotland.
